Cowley, Earl, Henry Richard Charles Wellesley (1804-1884), an English diplomatist, son of the first Baron Cowley, the younger brother of the first Duke of Wellington. After being educated at Eton he became attache at Vienna, going afterwards on diplomatic service to Constantinople and Switzerland. He was ambassador to France (1852-1867), and took part in the Paris Congress of 1856, and in the conclusion of Cobden's treaty in 1860. He was created Earl Cowley in 1857, and was made a K.G. in 1866.
